KOSOVO: A DUE ANNI DALLA DICHIARAZIONE DELL'INDIPENDENZA

Intervista radiofonica per il programma Scirocco - Voci del Mediterraneo dell'agenzia radiofonica AMISNET.

Questa settimana il nostro sommario prevede un'ampia pagina dedicata all’immigrazione, in vista della grande mobilitazione antirazzista che attraverserà tutta l’Europa mediterranea il primo marzo. Parleremo poi della crisi diplomatica tra Libia e Svizzera che proprio in queste ore sembra avviata ad una rapida soluzione dopo 19 mesi di braccio di ferro. In conclusione di trasmissione andremo in Kosovo, per vedere a che punto è la costruzione delle istituzioni della neonata repubblica balcanica a 2 anni dalla dichiarazione di indipendenza.

EULEX agrees that crime is a major problem in Kosovo (Koha Ditore)
Koha Ditore reports that the EULEX Mission has agreed that crime is a major problem in Kosovo, and has said that EULEX officials are aware of the criticisms and dissatisfaction of civil society with the mission’s work. Established in Kosovo more than a year ago, EULEX has not made any serious arrests related to corruption or organized crime, even though many international reports confirm the presence of these phenomena in Kosovo, the daily reports. Recently, U.S. Ambassador to Kosovo Christopher Dell also spoke of the presence of corruption and malfunctions in the rule of law in Kosovo. However, according to Kosovo Government spokesperson Memli Krasniqi, the war ont corruption is among the Government’s top priorities. “The difference between this Government and the previous ones is that we are fighting corruption and organized crime, while the others co-existed with them,” said Krasniqi. When asked whether Kosovo is a criminal state, EULEX spokesperson Nicholas Hawton said that there is no doubt that crime is a major problem that Kosovo faces. “This is why EULEX was established in Kosovo, to monitor and help local authorities to combat crime,” said Hawton.
Court employees request to return to work in the north (Koha Ditore)
Koha Ditore reports that approximately 100 court employees have requested to be returned to their regular place of work, in prosecution and court facilities in northern Kosovo. The employees protested Saturday, two years after they were forced to stop working in these institutions due to protests by Serb employees a few days after the declaration of independence. Protesters marched from “Liberty Square” to the Ibër bridge. According to the leader of the Organizing Council, Riza Istrefi, all Kosovo courts have expressed their solidarity with the protesters, and each sent a representative to the protest.
Politicization of a grave (Express)
Express reports that political war between Serbs and Albanians is not over yet but in the contrary, even the dead are becoming part of it. A grave of a Serb female in Gjilan has been opened, and even though it is believed that demolition happened for material profiting, the Police has still not identified the perpetrators. Vandalism at the grave of Zivka Jovanovic has been harshly condemned by Kosovar and international representatives, however, officials of the parallel structures in the north have used this case to reiterate that Serbs are being endangered by Albanians . “Opening of the grave is a clear message that Serbs cannot burry their dead in Gjilan,” said Dragan Nikolic, who presents himself as the chief of Anamorava District, reports Express.

BARACK OBAMA, IL WEB E L'INDIPENDENZA DEL KOSOVO

Domani gli albanesi del Kosovo affolleranno numerosi le strade del paese per festeggiare il secondo anniversario dell'indipendenza. Con qualche giorno di anticipo sono state recapitate alle autorità politiche del Kosovo lettere di auguri da parte di molti capi di stato. Quest'anno quello più atteso da tutti e quindi carico di aspettative è stato il messaggio che Barack Obama ha inviato al collega Fatmir Sejdiu.
"Caro presidente, a nome del popolo americano mi congratulo con Lei e con i cittadini del Kosovo per il secondo anniversario dell'indipendenza, il 17 febbraio" ha scritto Obama nel suo messaggio. "Vorrei anche congratularmi con il popolo del Kosovo per i progressi fatti nella costruzione di una società democratica, pacifica e multietnica", ha aggiunto il presidente Usa che ha ribadito l'impegno degli Stati Uniti a "sostenere le aspirazioni di integrazione euro-atlantica" del Kosovo. Obama ha quindi auspicato un "rafforzamento dell'amicizia e collaborazione tra i nostri due paesi".
Per questo secondo "compleanno" anche dal web sono giunti tanti messaggi augurali da varie parti del mondo, grazie alla campagna di sensibilizzazione e promozione intrapresa da alcune agenzie del settore.

L'"IN"GIUSTIZIA DI UNMIK

Nel terzo anniversario dell'uccisione di due giovani attivisti del movimento Vetevendosje, Mon Balaj e Arben Xheladini, le famiglie e il movimento di Albin Kurti chiedono giustizia. Era il 10 febbraio 2007 quando due ragazzi appena ventenni, durante accese proteste nel pieno centro di Pristina, furono uccisi dalle forze di polizia Unmik di nazionalità romena, schierate quasi sempre in prima fila in presenza di eventi del genere, insieme ai loro colleghi pakistani, moldavi o marocchini. La stampa locale oltra a riportare questa notizia parla anche dell'indigno dei familiari per l'insulto ricevuto dalla proposta di Unmik, quella cioè di offrire 55 mila euro come compensazione per le vittime e per rinunciare, ovviamente, alle vie legali. L’ingiustizia e la beffa, sollevate dalla stampa locale, hanno spinto, sempre nella giornata di ieri, i vertici di Unmik a indirizzare una nota di precisazione alla stampa.

DIPLOMAZIA DEL CAMPO

La situazione a Mitrovica, rispetto al resto delle cittadine abitate dai serbi a sud del fiume Ibar, è ben diversa e più complicata, anche perchè Belgrado mantiene delle proprie strutture di governo parallele; motivo per il quale non si è potuto votare nelle recenti elezioni locali. Qui serve una "diplomazia del campo", suggerisce l'ambasciatore italiano a Pristina, Michael Giffoni, in veste di political facilitator e di promotore del dialogo con le comunità nel nord del paese balcanico: una diplomazia, cioè, che "smitizzi" la definizione dello status, abbandoni l'ideologia e si concentri sulle necessità concrete della popolazione. "A Gracanica, per esempio, sotolinea l'ambasciatore, la comunità serba ha capito che non solo è meglio partecipare alla vita politica, ma anche indirizzarla. Per questo qui ha votato più del 30% dei serbi''
