“EU House” ensures EULEX in the north (Koha Ditore)

Koha Ditore reports that EULEX will begin to carry out the concrete tasks foreseen in the strategy for the north, after opening the “House of EU” there. The EU mission will implement the strategy without the need to take sides on the matter, and while carrying out its tasks, which are also described in its mandate. The “EU House” in northern Kosovo will be a presence that will cover all EU mechanisms in Kosovo, while its installation will facilitate EULEX’s approach and other mechanisms of EU in that part of Kosovo. A high-ranking international official told the newspaper that in this way, EULEX will begin to “implement tasks stemming from the strategy”, without the need to take a position in support of or against, and without having to request official guidance from Brussels on the matter. The “EU House”, which is foreseen in the strategy for the north, is expected to be established in the most problematic part of Kosovo. According to the strategy, it will promote and assist public services such as water supply, central heating, and will negotiate between parties in the Kroi I Vitakut area regarding reconstruction.

European Commission and Government discuss visa liberalization (dailies)
Dailies report that a European Commission delegation arrived on Wednesday in Pristina to developments in the fields of justice, freedom of movement and security with the Kosovo authorities over the next three days. The visit of the Commission is a regular occurrence within the framework of the European integration process. Koha Ditore reports that officials from the Ministry of Interior did not wish to make any announcement regarding the visit, despite Interior Minister Zenun Pajaziti speaking of the visit one day before. European Commission Liaison Office spokesperson Maja Pavlovic explained that the discussions are not directly linked to the visa liberalization process, and that they are part of the Stabilization Association process. “The dialogue on visa liberalization, as such, has not yet begun. However, it is true that issues to be raised during the discussions on internal matters also concern the visa liberalization process,” said Pavlovic.

Serwer: ICJ decision is Belgrade’s last hope (dailies)
Dailies report that U.S. Institute for Peace Vice-President Daniel Serwer told Voice of America that the decision of the International Court of Justice (ICJ) on Kosovo is Belgrade’s last hope, and that Belgrade is aiming to divide Kosovo. Speaking about the north, Serwer said that Serbia tends to keep control of that zone and it appears that it has succeeded so far, because no one from the international community opposes it. “I think that Belgrade is very determined to keep de facto control over the northern part of Kosovo. It appears that the international community is determined to keep the same position, because it does not want problems. It does not want to feed Albanians’ dissatisfaction in Kosovo and the Presevo region, but neither does it want to feed dissatisfaction of Serbs. Nevertheless, Belgrade’s final aim is the disintegration and division of Kosovo,” said Serwer.
